2011 Small Employer Health Care Tax Credit
Parishes may be eligible again this year for the Small Employee Health Care Tax Credit. The credit is refundable (yes, the IRS may pay you!) for tax-exempt organizations, since churches generally do not pay income tax or unrelated business income tax.
For the year 2011, in order to be eligible for the credit, parishes must pay a uniform percentage for all employees who participate in an employer-sponsored plan.
For parishes which paid for health insurance for clergy only, they will remain eligible for the credit. For parishes which paid for health insurance for both clergy and lay employees and paid 100% of the cost of both (clergy & lay) categories of employees, they will also remain eligible for the credit.
Parishes who paid for 100% of the cost of health insurance for clergy and paid less than 100% for lay employees (unless pro-rated for part-time status) may or may not be eligible. Please contact Sue Leishman, CFO for more information.

2012 Open Enrollment
The Diocese of Ohio is offering health and dental insurance plans for 2012 through Medical Mutual of Ohio and Guardian Dental, respectively. No plans will be available through the Medical Trust, except for the Medicare supplement plans for retired clergy. The information below applies to active employees and early retirees only.

Many parishes host outside groups in their buildings, both as a ministry and a source of additional funds. Care and planning are essential to ensure good stewardship of parish resources and appropriate risk management.

Episcopal Safety Program
We are pleased to announce that our diocese now has a new Risk Manager! Bill Neville, a communicant in the Diocese of Southern Ohio, and the current risk manager in that diocese, has graciously agreed to this position in our diocese. Bill will be on board with us effective April 1, 2011.
The risk manager position is part of the Episcopal Safety Program (ESP) sponsored by Church Insurance Company of VT and managed by Church Insurance Agency. The risk manager works in conjunction with our regional Vice-Preisdent, Fred Swing, on conducting on-site walk-throughs of parish buildings and grounds, and reviewing reports of suggestions/recommendations for improving safety. These individuals provide additional resources to the parish as part of their ongoing risk management plan.
Church Insurance funds the program with insurance premiums paid by our diocese, and therefore the inspection is completed at no cost to the parish.

Denominational Health Plan
At the 2009 General Convention, a Denominational Health Plan (DHP) was authorized, which is to be fully implemented by January 1, 2013.
Although the Diocese of Ohio offers its health insurance plans through the Medical Trust, we are not yet fully compliance with the provisions of the DHP. The biggest decision yet to be made is determining a cost-sharing policy that is the same for clergy and lay employees required to participate in the plan.
